Heather Descant

Heather is the HRBP Manager for the Phillips 66 Billings Refinery where she has been part of the Refinery Leadership Team since 2023. Originally from the Gulf Coast, she began her career in human resources upon completion of an M.B.A. from Southeastern Louisiana University in 2012. In 2015, Heather joined Phillips 66 as an HR Business Partner and has since supported multiple business units and locations. Outside of work, you can find Heather with her husband and two young kids at the zoo and local playgrounds.
